PROJECT INFORMATION Solicitation No. DACA51-99-B-0026 On or about 09 July 1999, this office will issue Invitation for Bids for the construction of REPAIR TANKS/SECURITY FENCE/LIGHTING, McGUIRE AFB, NEW JERSEY. Bids will be opened on or about 10 August 1999. This solicitation is unrestricted and open to both large and small business participation. Contractors interested in inspecting the site of the proposed work should contact the Resident Engineer (Attn: Paul Jalowski), U.S. Army Corps of Engineers, Building 2404, Tuskeegee Airmen Ave., McGuire AFB, New Jersey 08640-5204, Telephone: (609) 724-8141 or FAX (609) 724-4816. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See "Ordering" below. The work will include the following: (Approx. quantities) Repair 12,500 bbl POL Tank Nos. 2109, 2110 and 2111; Repair Fuel oil tanks 2120 (3,500 bbl), 2121 (3,500 bbl), and 2123 (20,000 bbl); and Repair Security Fencing and Lighting in POL Area. Work includes: install concrete ringwall foundations under existing tanks (Tank Nos. 2109, 2110 and 2111); replace tank floor (includes excavation, new sand layer, flexible membrane liner, cathodic protection and new steel plate for Tank Nos. 2109, 2110, 2111, 2120 and 2121); install level alarms and modify floating pans (Tank Nos. 2109, 2110 and 2111); paint interior (tank floor, interior shell and floating pan) and touch-up exterior of Tank No. 2109; paint interior (tank floor, interior shell and floating pan) and exterior of Tank Nos. 2110 and 2111; paint interior and exterior of tanks (Tank Nos. 2120 and 2121); paint interior and touch up exterior of Tank No. 2123; repair the dikes and basins for all tanks (except Tank 2123); provide for dike drainage; install one (1) prepackaged double-walled 100 gpm oil/water separator and one (1) prepackaged double-walled 75 gpm oil-water separator; three (3) lift stations; replace water draw-off systems (Tank Nos. 2109, 2110 and 2111); replace existing 6-inch receipt line with a 10-inch line; 1000 feet 4-inch force main; removals (fencing, piping, electrical and tank components being replaced); 25,700 feet FE-6 chain-link fence; provide emergency by-pass to the apron pumphouses; underground electrical service lines; electrical area lights; and cathodic protection. The estimated construction cost of this project is between $2,500,000 and $5,000,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 1999: (a) Small Business: 61.2% of planned subcontracting dollars. (b) Small Disadvantaged Business: 9.1% of planned subcontracting dollars. (c) Women Owned Small Business: 4.5% of planned subcontracting dollars. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work within 450 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. The plans and specifications are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Plans and Specifications will not be provided in a printed hard copy format.
