This is a Request for Proposal (RFP), Price Performance Trade-Off (PPTO) solicitation. There will be no public bid opening. Award will be made based upon the "Best Value" to the government in accordance with FAR 15. The government reserves the right to award a contract to other than the low proposed price. The magnitude of this project is between $5,000,000 and $10,000,000. The proposed contract herein is unrestricted. The closing date and time for submission will be contained in the solicitation package. The solicitation package will be posted on Electronic Posting System (EPS) which can be accessed at www.eps.gov./.
