All responsible sources may submit a bid, proposal or quotation which shall be considered by the agency. However, the offeror, its product or service must meet certain qualification requirements in order to be eligible for award. Note that qualification requirements will be waived for this item for this procurement. A copy of the waiver can be made available upon request. All potential offerors are put on notice that the production of supplies listed requires a substantial initial investment or an extended preparation for manufacture. Further, award will not be held in abeyance pending the approval of potential sources to become qualified for this procurement.
