Egyptian Bondroom. All responsible sources may submit a bid, proposal
or quotation which shall be considered by the agency. However, the
offeror, its product or service must meet certain qualification
requirements in order to be eligible for award. Note that qualification
requirements will be waived for this item for this procurement. A copy
of the waiver can be made available upon request. All potential
offerors are put on notice that the production of supplies listed
requires a substantial initial investment or an extended preparation
for manufacture. Further, award will not be held in abeyance pending
the approval of potential sources to become qualified for this
procurement. All potential offerors should contact the buyer/PCO

communicate concerns, if any, concerning this acquisition. If your
concerns are not satisfied by the contracting officer, an Ombudsman has
been appointed to hear concerns from offerors or potential offerors
during the proposal development phase of an acquisition. The Ombudsman
does not diminish the authority of the program director or Contracting
Officer, but communicates Contractor concerns, issues, disagreements,
and recommendations to the appropriate Government personnel. When
