Wolfe, Jr., 304/285-5883 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; BIDS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as Request for Quotation No. RQ99-033. This procurement is being issued unrestricted. The Standard Industrial Classification is 3826 with a size standard of 500 employees. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-11. Furnish to the National Institute for Occupational Safety and Health (NIOSH), 1095 Willowdale Road, Morgantown, WV one (1) EACH of a quadrupole mass spectrometer/multiple gas analyzer. SPECIFICATIONS: The analyzer shall measure the following: (gas) O2, accuracy 1.0 % ABS; (gas) N2, accuracy 1.0 % ABS; (gas) N2O, accuracy, 1.0 % ABS; (gas) CO2, accuracy 0.2 % ABS; and Agents, 0.2 % ABS. The instrument shall have a mass range of 1 to 250 AMU. The instrument resolution shall be 1 AMU measured by 10% of peak height. The sensitivity shall be no less than 30 ppm. The analyzer shall have a response time, which is 90% of the rise time in less than 100 msec. The analyzer shall have an RS232 port and software for data acquisition. Vendors should offer the best possible delivery schedule. EVALUATION FACTORS: Offers will be evaluated on their ability to meet or exceed the stated specifications as well as demonstrated past performance on contracts of similar size and complexity to this requirement. Offers shall propose based on a delivered price, F.O.B. Destination (Morgantown, West Virginia) and the requirements at FAR 52.214.21 "Descriptive Literature" apply. Information provided must demonstrate the unit's ability to meet the stated Technical Criteria (specification) or your offer may be rejected. The Government anticipates one award to the responsive, responsible offeror whose proposal is considered most advantageous to the Government.
