only solicitation; proposals are being requested and a written

This solicitation is issued as a request for quotation (RFQ). The
clause at 52.212-4, Contract Terms and Conditions -- Commercial Items,
applies to this acquisition. A written RFQ will not be issued. The RFQ
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-11. Proposals submitted in
response to this RFQ shall be submitted by July 12, 1999. 4:00

THIS ACQUISITION WILL BE MADE UNDER THE SIMPLIFIED ACQUISITION
THRESHOLD OF $100,000.00. EPA Washington D.C. headquarters has an
immediate need to upgrade its existing LAN-based asynchronous
communications software with Crosstalk Classic for Windows 3.20. The
currently installed 16-bit Crosstalk for Windows is not, but must be
made, Y2K compliant. In addition, the current system experiences a high
volume of network traffic and interfaces with NASI/Netware Connect. The
