United States Patent and Trademark Office (PTO) seeks to award a Firm
Fixed Price Requirements type contract to acquire high-quality
color/part color photoprints of plant patent drawings and fulfill any
reorder requirements. The period of performance for this requirement is
anticipated to be for a base period of one year and four additional
one-year option periods. It anticipates this requirement to be a 100%
Small Business set-aside under Standard Industrial Classification (SIC)
Code is 7334. Prior to the closing date of the RFP, all interested
parties will be required to pickup six (6) original Plant Patent color
and part color drawings, (hereinafter referred to as Government
Furnished Property (GFP)), for use in preparing pre-award color and
part color photoprint samples to accompany the technical proposal.
These GFP drawings will be on loan until such time as proposals are
submitted. At that time, all GFP drawings must be returned or the
offeror will be held liable for replacement costs of up to $200.00 per
original drawing. Please note that all GFP drawings must be returned
on this date whether or not a proposal is submitted. This is a small
business competitive acquisition that will be conducted using a new
streamlined acquisition process described in a document entitled
"Department of Commerce Acquisition Process Case for Change" which may
be found on the Internet at http://www.doc.gov/oam/conops/. The intent
of this new process is to provide an improved acquisition environment
that will benefit both the vendor community and the Government. In
accordance with this acquisition process, the Project Agreement will
serve as the solicitation document for this requirement. Interested
parties must respond to the Project Agreement in order to be considered
for award of any resulting contract. Interested parties must check the
PTO's web site at http://www.uspto.gov/go/proc/conops/pto/current.htm
for posting of the Project Agreement, which is anticipated to be
available around the middle part of July 1999. The RFP closing date
will be thirty (30) days after issuance of the Project Agreement on the
PTO's Internet home page. FACSIMILE OR ELECTRONIC BIDS ARE NOT
AUTHORIZED FOR THIS ACQUISITION. All submissions in response to the
Project Agreement, must be submitted in writing to the following
address: U.S. Patent and Trademark Office, Office of Procurement,
Attention: Marci Alexander, 2011 Crystal Drive, Suite 810, Arlington,
