The Army Research Laboratory, Human Research and Engineering
Directorate (ARL-HRED) intends to negotiate with the Virginia
Polytechnic Institute and State University (Virginia Tech) for
Statement of Work, Title: Human Factors On-Site Instruction for
ARL-HRED: Fall 1999. The objective of this effort is to obtain a
responsive mechanism to allow the Science and Engineering (S&E) staff
of ARL-HRED the flexibility to receive graduate level training in the
field of Human Factors Engineering. The contractor shall travel to and
deliver the course titled ISE 5615 -- Human Factors Research Design I
on-site at The Higher Education and Applied Technology (H.E.A.T.)
Center in Aberdeen, Maryland. The purpose is to provide a course from
a Master of Science (MS) curriculum in Human Factors Engineering. To
ensure strict control over quality and content is maintained, the
contractor shall only assign faculty members in the Human Factors
Engineering Center to provide instructions; no adjunct professors are
acceptable. The contractor shall enroll 35 students for each course as
selected by ARL. The contractor shall allow ARL to videotape the
lecture sessions for the following purposes: a) during only the
semester in which the course is offered, videotapes may be viewed by
ARL employees at remote sites who are unable to attend the "live"
lecture sessions; and b) enrollees on-site at Aberdeen may review the
videotapes in the event that they miss certain lectures due to work or
other obligations. To allow for questions and interaction outside the
weekly lecture session, the contractor shall be available by
electronic mail and phone for questions from enrollees. The contractor
shall provide specific office hours each week for contact by phone.
The contractor shall provide thirty-five textbooks for the course.
Negotiations are planned solely with Virginia Tech. Their curriculum in
human factors provides a unique blend of courses relating to
experimental data collection and analysis and the science and practice
of human factors. Annual research conducted within Virginia Tech
laboratory facilities enables the faculty to remain current on new
human factors development and to bring knowledge gained through their
research and practice into the classroom which is critical in the
development of ARL personnel. The graduate program in Human Factors
Engineering at Virginia Tech has been accredited through the Human
Factors and Ergonomics Society. The accreditation program is essential
for ensuring that the educational program meets the research and
practice objectives required by the ARL-HRED employees. The value of
this procurement is estimated at less than $70,000. Interested persons
