with Lee & Associates, LLC, only, under the authority of FAR
13.106-1(b)(1), for continuation of independent review resulting from
60K Fastrac Project extensions. This effort extends independent review
activities through September 30, 1999. Lee and Associates have
supported this project for the past two years and have intimate
knowledge of the Fastrac 60K Engine Projects requirements and policy.
This is a follow-on effort that continues independent review services
for the Fastrac 60K Engine Project. Lee and Associates have in the past
provided the independent review that has been essential to the Fastrac
60K Engine project. This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). NASA/MSFC plans to issue a
Request for Quotation (RFQ) for independent system engineering and
technical assistance support to the Fastrac 60K Engine Project. An
Independent Review Team (IRT) to assess the program readiness to
continue proceeding from component design to fabrication, integration
and test shall be provided by the contractor. The objective of the IRT
is to identify program weaknesses and potential failure areas and to
offer courses of action to correct any deficiencies at the component
subsystem levels. The team will proactively address the early
identification of problems and recommend solutions that will mitigate
technical and program risk. The Government does not intend to acquire
a commercial item using FAR Part 12. See Note 26. Interested firms have
15 days from the publication of this synopsis to submit in writing to
the identified point of contact, their qualifications/capabilities.
Such qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed efforton a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
