The U.S. Army Research Office (ARO) announces the issuance of the Broad Agency Announcement (BAA) for Software Productivity and Quality Research Initiative. This research initiative is intended to focus on research with some potential to contribute to an integrated, interactive, end-to-end (requirements-elicitation to fielded-system), machine-based solution to principled software engineering. It is expected that such a solution will enable significant advances in engineering productivity and provide the fundamental bases for the creation of reliable high-quality software intensive systems. Additionally, the scope of this initiative includes elements of the on-going ARO basic research program in "Software and Knowledge-Based Systems"; these relevant research thrusts are "software prototyping, development, and evolution" and "formal models and methods". Any research proposed for this initiative isnot expected to address all of the numerous issues associated with enabling principled future software/systems engineering; however, the research offered should address one, or more, relevant and open research issues while articulating a rational basis for the utility of any successful effort in the context of integration into a principled modern software engineering machine-based environment. Namely, the research emphasis should be on potential "value-added" to an overall engineering technological enablement. Proposals may be submitted by degree-granting universities only. Through this competition, the ARO expects to make one award to one offeror with a performance period of thirty-six consecutive months. The resultant award will be a grant. Proposals will be evaluated in accordance with the evaluation criteria set forth in the BAA. Proposals are due to the address listed in the BAA at 4:00 p.m. local time on 20 August 1999.
