Standards and Technology (NIST), intends to negotiate on a sole source
basis with Oxford Cryosystems, 3 Blenheim Office Park, Lower Road,
Long Hanborough Oxford OX8 8LN UK to develop a Powder Simulation
extension to be Crystallographica Class Library that allows calculation
and graphing of powder diffraction patterns. The contractor shall
provide the following: 1) a standalone version of the Powder Simulation
extension; 2) all files and DLL to incorporate powder simulation into
the Visualisation program; 3) accompanying technical documentation; 4)
license to redistribute the Oxford Cryosystems supplied software; and
5) Powder Simulation source code. Also the contractor shall develop a
standalone Visualisation Program to visualize crystal structures in
the inorganic Crystal Structure Database(ICSD). The contractor shall
provide the following: 1) Visualisation Program for implementation into
NIST's products; 2) License to redistribute the Visualisation Program
executable and Crystallographica Class Library dynamic link libraries;
3) DLLs, library files and header files required to incorporate
Crystallographica Class Library into the Visualisation Program; 4)
Sealed copy of the Crystallographica Class Library source code. Oxford
Cryosystems is the only source who is uniquely qualified to produce a
Visualisation Program to read crystal structures from the Inorganic
Crystal Structure Database and to produce a Powder Simulation extension
to the Crystallographica Class Library. This extension will allow the
calculation and graphing of powder diffraction patterns. The contractor
shall provide a User's Guides in Microsoft Word or other
NIST-acceptable formats. The contractor shall provide to the Government
a CD-ROM containing the final version of the Visualisation Program and
Crystallographica Class Library within 3 month after contract award
and shall be delivered FOB Destination Gaithersburg, MD. The contractor
shall provide fixes for bugs resulting from coding errors in the
Cryostallographica Class Library for a period of five years from final
delivery of the deliverables specified herein. The contractor shall
provide requested recompilations of the Crystallograohica Class Library
using other development tools or other processors for a period of 5
years from final delivery of the deliverables specified herein.
Requests for a copy of a solicitation package will be disregarded. No
solicitation package will be issued. The Government will verbally
request a written quotation from Oxford Cryosystems. The Contractor
must be able to meet all the requirements stated herein. The
anticipated award date of the contract is on or around July 16, 1999.
