Department of Energy (DOE) intends to award a sole source contact to Dr. George M. Lady, of Mt. Holly, NJ, for modification of proprietary ADP software, Graf 2000, previously acquired by DOE to meet the Department's requirements to support its national Energy Modeling System (NEMS) software. Graf 2000 support of NEMS is necessary for the DOE to meet its statutory energy use forecasting responsibilities. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This a notice of intent and not a request for competitive proposals. Interested parties may identify their capability to respond to the requirement and submit price proposals. However, all proposals received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
