317-510-4702 This is a combined synopsis/solicitation for commercial
service prepared in accordance with the format in Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. The
solicitation number and a statement that the solicitation is issued as
a request for quotation (RFQ). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-11. This acquisition is non-restrictive; the
standard industrial classification code is 7629; the small business
size standard is $3.5 million. The contract period covers a base year,
10/1/99 -- 9/30/00 plus two option years, 10/1/00 -- 9/30/01 and
10/1/01 -- 9/30/02. Base year: line items 0001 thru 0004; 0001 --
quarterly preventive maintenance of 3 mailmobiles, 3 trailmobiles and
guidance systems in accordance with attached specifications;
0002—refresh guidepath systems semiannually in accordance with
specifications; 0003 -- lay new guidepath in accordance with
specifications; 0004 -- emergency maintenance OPPM in accordance with
specifications. Option year 1: line items 0005 thru 0008, descriptions
same as above, respectively. Option year 2: line items 0009 thru 0012,
descriptions same as above, respectively. Statement of Specifications:
1. General. 1.1 The contractor shall maintain, service and repair
three (3) Bell & Howell Mailmobiles, Model 9100b, three (3)
trailmobiles and guidance systems, consisting of approximately 7,250
total feet on 2nd and 3rd floors of building. Guidance systems include
stop codes, annunciator codes and arrival signals. 1.2 Contractor
personnel performing required maintenance and repairs shall be licensed
repair technician(s) and comply with safety specifications in the
following: Title 29 Code of Federal Regulations (CFR) 1910,
Occupational Safety and Health Standards, and 1960, Basic Program
Elements for Federal Employee OSH Programs and Related Matters
(available at www.access.gpo.gov/nara), and DOD 6055.1, Safety and
Occupational Health Policy for the Department of Defense (available at
http//web7.whs.osd.mil/dodiss/instruct2.htm). 2. Definitions: 2.1 POC
-- Point of Contact; 2.2 OPPM -- Outside the Primary Period of
Maintenance; 2.3 PPM -- Primary Period of Maintenance; 2.4 CO --
Contracting Officer; 2.5 PM -- Preventive Maintenance; 2.6 OSH --
Occupational Safety and Health. 3. Government Furnished Property and
Serices: 3.1 The government shall provide access to theequipment for
regular and scheduled repairs; 3.2 The government shall provide the
names and phone numbers of employees authorized to report, schedule,
and accept repair and maintenance work and those authorized to approve
work performed OPPM. 4. Contractor Furnished Items: 4.1 Contractor
shall provide travel, labor, parts, equipment and material for
inspection, cleaning, lubrication, adjustment of equipment and guidance
systems, and repair of damage due to normal wear and tear. 4.2
contractor shall furnish a POC and telephone number for the purpose of
reporting operating problems and scheduling issues related to
maintenance and repair services. 5. Specific Tasks: The contractor
shall maintain equipment in accordance with manufacturers
specifications. This shall include the following: 5.1.1 Perform
quarterly preventive maintenance (PM) service and ensure equipment is
fully operational upon completion of service. 5.1.2 Perform on-call
repairs and ensure equiupment is fully operational upon completion of
service. 5.1.3 Contractor shall ensure replacement parts, adjustments,
and service performed and/or provided meet or exceed original
equipment performance requirements. 5.1.4 Perform relocation of three
(3) stop indicator codes during regularly scheduled PM (quarterly), not
to exceed 12 per year, at no additional cost. 5.2 Contractor shall
refresh essentially invisible fluorescent guidepath which shall be
compatible with Bell & Howell C-series Mailmobile ultraviolet
light/photoelectric sensor tracing system currently installed in
mailmobile machines. 5.2.1 Refresh guidepath includes replacement of
both temporary and permanent stop indicators. 5.2.2 Refresh guidepath
allows up to a 10% length deviation of existing guidepath and/or
relocation of stop indicators and arrival codes at no additional charge
when scheduled as part of the semi-annual refresh guidepath. 5.3
Contractor shall install new guidepath, not to exceed 2000 feet. New
guidepath shall include necessary stop codes, indicator codes, and
arrival signals. 6. Delivery or Performance: 6.1 Equipment and guidance
systems are located at Defense Finance & Accounting Service --
Indianapolis Center, 8899 East 56th Street, Indianapolis, IN 46249.
Repairs will be performed on-site. 6.1.1 PPM is between 6:30 a.m. and
4:00 p.m., Monday through Friday, exclusive of government holidays.
6.1.2 The contractor shall report to designated site within 24 hours of
notice. Malfunction willbe corrected within 8 PPM hours following
arrival unless otherwise authorized by the appropriate official. 6.1.3
Contractor shall submit PM and refresh guidepath schedules to the
Contracting Officer (CO) for approval within 10 days of contract award.
6.1.4 Work performed OPPM shall be approved by one of the following:
6.1.4.1 Central Mail Manager, Mr. Gonzalez; 6.1.4.2 Deputy Director for
Logistics Administration, Mr. Glover; 6.1.4.3 Chief, Logistics
Administration Branch, Mr. Grippaldi. 6.2 Contractor shall respond to
unlimited on-call repairs, and ensure equipment is fully operational
and conforms to requested service upon completion of repair. 6.3 The
servicing technician shall deliver a signed, dated, detailed service
order of work accomplished during regular scheduled PM and on-call
repair covered under normal maintenance, to an appropriate official of
DFAS-IN for acceptance. 6.4 Guidepath refresh will be performed
semi-annually and shall include stop codes, indicator codes and
annunciator codes. 6.4.1 Refresh guidepaths shall be subject to
acceptance by the appropriate government official. 6.4.2 Alteration of
guidepath layout involving length deviation of up to 10% and/or
relocation (removal and install) of stop indicators and arrival
indicators required at the time of refresh will be at no additional
charge. 6.5 Contractor shall lay new guidepath. 6.5.1 New guidepath
shall include required stop indicators and codes and annunciator codes.
6.5.2 New guidepath shall be subject to acceptance by the Government.
6.5.3 Contractor shall complete unlimited requirements to install new
guidepath(s) within limits specified herein. This does not preclude the
10% allowance to change the path during the semi-annual refresh of up
to 700 feet. 6.6 Work performed outside the PPM will be approved by a
government official authorized to approve, schedule, and accept work
performed by the Contractor prior to being performed. 6.7 Relocations
or removal of additional stop indicators, not covered elsewhere herein
shall be scheduled as new guidepath except when scheduled as part of
the semi-annual refresh guidepath. (End of Specifications). The
following provisions applies to this acquisition: 52.212-1,

based on price and compliance with specifications; Include a completed

applies to this acquisition: 52.212-4, Contract Terms and

52.217-5, Evaluation of Options; 52.217-9, Option to Extend the Term of
