Development Center intends to award a firm fixed price contract for
services in support of adapting commercial practices to satisfy
military needs as well as expanding and documenting the commercial
technology base for designing for fatigue. (Supplemental Commercial
Design Guidance for Fatigue) The work will include presenting and
preparing a work plan; conducting a literature search; identifying a
list of current commercial approaches and practices for the structural
design of the ship hull girder for environmental loads; identifying a
list of commercial ship design operating environments; identifying a
list of commercial methods to predict the lifetime bending and
torsional moments; identifying a list of commercial structural details
and the SN curves used to define fatigue strength; identifying a list
of commercial approaches for determining the nominal strength of the
hull girder; identifying and listing the technology base which supports
commercial lifetime secondary loadpredictions; identifying and listing
the Navy and commercial in-service hull girder inspection
requirements; applying ABS design practices and approaches to assess
the hull structure of current and past Navy vessels; identifying and
listing shortcomings or limitations in extending or applying current
commercially available methodoligies to a typical Navy hull; and
developing a list of modifications to commercial fatigue design
practices. This acquisition is set aside for small business. The
Standard Industrial Classification is 8711 with a size Standard of
$2.5M. Offeror's proposals will be evaluated on the basis of best value
with evaluation of Technical Approach, Understanding the Requirment,
Personnel, and Corporate Experience. Interested parties must request
