Congress intends to issue a continuous open season solicitation,
S-LC00014, for the FEDLINK Information Retrieval Services Program. This
solicitation is for acquisition of or access to commercial
off-the-shelf electronic information resources. The services of book
jobbers and serials subscription agents (even those who offer
electronic journals and CD-ROM titles) are covered under separate
LC/FEDLINK solicitations and are not the subject of this procurement.
The solicitation is divided into four LOTs: LOT 1 -- Electronic
Databases/Publications; LOT 2 -- Document Delivery Services, LOT 3 --
Vendor Associated Publications and LOT 4 -- Specialized Electronic
Publications and Research Assistance. VENDORS MUST QUALIFY UNDER EITHER
LOT 1 OR LOT 2 IN ORDER TO PROVIDE SERVICES UNDER LOT 3 AND/OR LOT 4.
LOT 1 is the core of this solicitation. LOT 1 covers publishers and
vendors who provide commercial off-the-shelf electronic materials in
many publication formats: online database services, newsfeeds and
current awareness services, gateway services, electronic serials,
CD-ROM, and other fixed electronic media. Under LOT 2 document
suppliers locate, retrieve and deliver copies of published and
unpublished materials in response to customers' requests for specific
items; materials may be supplied in print or electronic form. Vendors
who qualify under LOT 1 and/or LOT 2 may also provide their associated
publications in print, microform or other non-computerized formats as
described in LOT 3 -- Vendor Associated Publications; and/or tailored
electronic packages for individual customers as described in LOT 4 --
Specialized Electronic Publications and Research Assistance. This
solicitation EXCLUDES the following services or products: general or
standard computer or telecommunications equipment; furniture or
supplies; database development or implementation for customers;
personal services such as on-site reference/research staff; or military
parts inventory databases. S-LC00014 will be available for downloading
from the World-Wide Web on or about July 14, 1999. This solicitation
will become a "standing" opportunity for new offers and will remain
open until further notice. Awards will be considered as proposals are
received and evaluated. THE SOLICITATION WILL NOT BE MAILED OUT.
S-LC00014 will be available electronically. For download instructions

Opportunities for Vendors," select "RFP S-LC00014." Vendors will be
responsible for ensuring that all amendments to S-LC00014 are received
