Center Division, Newport has a requirement for engineering & technical
services in support of Towed Array Test & Evaluation Facility
programs. Tasks shall include: acoustic testing and evaluation of
acoustic array and related systems; engineering, equipment repair and
overhaul, planning, training, inventory control, configuration
management, logistic support and other requirements as set forth in the
in-service engineering agent (ISEA) depot operational and management
documents for the Towed Array Handling Equipment Depot located in
Newport, RI; developing and maintaining specialized equipment used at
the towed array repair facilities to evaluate and repair towed arrays
such as the GQM-4 automated test set, acoustic performance monitor
(APM) and the Modular Pressure Booting and Tension Device (MPBT);
developing, operating and maintaining new and existing systems used in
support of acoustic testing and evaluation; supporting various
research and development operations including towed array testing
(at-sea and on-shore), underwater diving and construction, at-sea
acoustic measurements, and at-sea deployment, towing and recovery of
various types of towed bodies including towed arrays; designing,
installing, calibrating, operating, at-sea evaluation and repair of
special devices used to measure sonar characteristics; developing test
facilities for DoD equipment such as temperature test facilities and
corrosion test facilities; conducting ship checks and facility checks
for equipment installation/modifications, testing, repairing, modifying
and installing equipment and providing necessary training to equipment
operators; maintaining, servicing, modifying, inventorying, and
shipping specialized systems used on submarines and surface ships;
designing and fabricating prototype devices required in support of NUWC
programs; and supporting shipboard installations including electrical
fabrication and electromechanical assembly of arrays and array related
equipment and components, designing, developing and installing special
equipment onboard surface ships and submarines. A five year Cost Plus
Award Fee type contract is planned. Estimated level of effort is
715,300 manhours. Key categories and minimum number of key personnel
required: Program/Project Manager III -- 2, Logistician III -- 1,
Acoustical Engineer II -- 1, Computer Engineer IV -- 1, Systems
Engineer IV -- 1, and Physicist III -- 1. The Government intends to
make a single award based on best value. Evaluation factors are
Technical Capability, Past Performance and Cost. Service Contract Act
applies. Place of performance is unknown. Wage determination will be
requested for Rhode Island; Melbourne, FL; San Diego, CA; Austin, TX;
Northwest FL; Orlando, FL; Ventura, CA; Norfolk, VA; Connecticut; Ft
Lauderdale, FL; Baltimore, MD; and Washington, DC. Requests for wage
determinations for additional places of performance must be made no
later than 20 July 1999. This is a follow-on requirement to Contract
