COMMERCE BUSINESS DAILY ISSUE OF JUNE 29,1999 PSA#2377Y -- SAMS-COMPLEX This is a request for interest from the real estate
industry to help the Air Force determine how best to relocate from a 42
acre site at El Segundo and Aviation, to a new facility, comprising
approximately 650,000 square feet. This request is not a solicitation,
a request for proposals nor any type of offer. No funding will be
available for those responding to this request. The Air Force currently
occupies approximately 835,000 square feet of 40 year old buildings
located on an approximate 42 acre site at 2400 E. El Segundo Blvd. This
site is visible from the (405) Freeway and is accessible off of El
Segundo Blvd. and Aviation. The Air Force is seeking a developer who
will develop a new Class _A_ facility for 650,000 square feet on an
adjacent 52 acre piece at El Segundo Blvd. and Douglas, in exchange for
the 42 acre site. In addition, the Air Force will consider relocating
to an alternate complex location within the greater Los Angeles area
that is within a 60-minute commute of the Fort McArthur housing area
and no more than 30 minutes from the Aerospace Corporation in El
Segundo. Proposed alternate sites will require support facilities on
Area B such as the medical clinic, fitness center, base exchange,
commissary, etc. to be relocated. To the greatest extent practical, the
Air Force intends to use best commercial practices for this project.
This project will not be subject to Federal Acquisition Regulations and
enabling Federal legislation will be necessary before the Air Force may
offer its real estate to a private developer. The current outdated
facilities are located on Area A of the Los Angeles Air Force Base, and
consists of seven multi-story buildings. These buildings comprise
approximately 835,000 square feet and are beyond economic repair or
renovation to meet current standards. New facilities need to be
constructed on Area B, or equivalent sites that a developer may have
for 650,000 square feet in a phased development. The time span for this
project is negotiable, but the Air Force presently plans to select a
developer in 2000 for a project start date in 2001. The Air Force is
interested in receiving a concise response from private industry
regarding the project as follows: (1) A statement of initial interest
by the developer to include their development expertise, financial
strength, and past performance, that would enable the developer to
respond and build this development. This package should be delivered
within 10 workdays of receipt of this RSI. (2) Following our receipt of
your initial response, we will forward general information regarding
the existing LAAFB property. Within 30 days of this package release,
request you provide a general reaction to the proposed Air Force
approach to exchanging existing land in return for private sector
construction of new office space or exchange for suitable facilities in
the greater Los Angeles area. After our review of your responses, the
Air Force may conduct generic discussions with select respondents to
further refine market plan information. This information will be used
to assess the viability of the concept. Should the Air Force pursue
this concept further, a solicitation will be issued. The Air Force
recognizes this announcement does not contain sufficient information
for private industry to provide a thorough market evaluation. The Air
Force has retained The Seeley Company to provide a market overview and
analyze the feasibility of consolidating Air Force Area A functions
onto new facilities constructed by a private developer on Air Force
Area B, or alternative sites. If your company has the overall
