The U.S. Navy requests the provision of two U.S. flag harbor tugs and one seasonal personnel transfer vessel capable of transporting 49 passengers, not including the crew, and a yearly personnel transfer service capable of transporting 16 passengers, not including the crew, to perform services at Port Canaveral, FL. Tugs and personnel transfer vessel services shall be configured to work with Naval subsurface and surface vessels. The anticipated contract form will be an IDIQ. The contract will be for a twelve-month firm period with three twelve-month option periods. This proposed contract is a small business set-aside, 100% percent set-aside for small business concerns, as defined by the clause at 52.219-6 of the Federal Acquisition Regulation. If a minimum of two offers from qualified small business concerns are not received at the closing of the solicitation, the award will be made on the basis of full and open competition from among all responsible business concerns submitting offers. Therefore, replies to this solicitation are also requested from Large Businesses.
