Request for Offer for the establishment of several On Call Indefinite
Delivery Indefinite Quantity (IDIQ) Electrical Construction Contracts
for construction, modification, repair, and rehabilitation of
electrical, fire alarm, and building control systems at the John F.
Kennedy Space Center, Florida. Multiple contract awards in accordance
with Federal Acquisition Regulation (FAR) Part 16 are anticipated. Each
IDIQ contract awarded under this solicitation will have a one year
period of performance plus options to extend the performance period to
two additional years. The minimum contract value will be $10,000 for
the first year. The maximum value of the two option years will be
$4,000,000 per year. The total maximum contract value will be
$10,000,000. Orders for individual construction projects falling within
the scope of the IDIQ contracts envisioned by this RFO will be issued
as delivery orders placed against an IDIQ contract. It is NASA s
intention to compete delivery orders among the holders of the IDIQ
contracts to the maximum practicable extent. Competition for each
delivery order will be restricted to those offerors holding the IDIQ
contracts. The order of magnitude for each construction project will be
provided when the successful offerors are invited to submit their
proposals for a project. Each delivery order shall be completed within
a project-unique and specific number of calendar days after Notice to
Proceed. This procurement is being conducted under the NASA MidRange
Program. The Government does not intend to acquire a commercial item
using FAR Part 12. See Note 26. This procurement is part of the Small
Business Competitiveness Demonstration Program. The SIC Code and Size
Standard are 1731 and $7 Million, respectively. The DPAS Rating for
this procurement is DO-C2. The provisions and clauses in the RFO and
model contract are those in effect through FAC 97-11. All qualified
responsible sources may submit an offer which shall be considered by
the agency. A draft RFO willbe released for industry review and comment
on or about July 13, 1999. Industry comments will be due on or about
July 30, 1999. The anticipated release date of the RFO is on or about
August 18, 1999 with an anticipated offer closing date of on or about
September 20, 1999. The firm date for receipt of offers will be stated
in the RFO. An ombudsman has been appointed -- See Internet Note "B".
The solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in Microsoft
Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0) format and will
reside on a World Wide Web (WWW) server, which may be accessed using a
