The Government intends to issue a sole source purchase order to Quintron Systems, Inc., in Santa Maria, California to upgrade the Digital Integrated Communications Electronics System II (DICES II) to DICES III. DICES III must be Y2K compliant. The DICES II communications system provides critical countdown and safety communications for all Space Command Follow-On Test and Evaluations (FOT&E) to support missiles at Vandenberg AFB, CA. The following equipment is required for the DICES III Upgrade; 1) Processor, 16MB, LX CPU#1, 2) Timing Distribution Module 3) CEU Summation Module 4) ICEU Timing/Summation Module 5) AUI Node Transceiver 6) System Administration Terminal Tower, Copper, 10 BaseT, Windows NT 4.0. Reachout, Winzip DICES III Server and Workstation Application, 7) Ethernet, Cable, 10 BaseT, 50 Feet, 8) Ethernet HUB Assembley, 10 BaseT, 4 Port, 9) Printer, Inkjet, with cable, 10) Designation Strips (20/sheet), 20 sheet min., Use 5 Strips/25 Key Desk and 4 Strips/30 key rocker 11) Design. StripCarrier, 30 Key Rocker 12) DICE III System Service Manual (Windows NT System) Supports DICES II to DICES III Upgraded Systems 13) As-built system documentation 14) On-Site Support for conversion 15) DICES II to DICES III Software Upgrade Package 16) OCP Firmware Upgrade. The upgrade from DICES II to DICES III will assure continued supportability and provide mission essential back-up/hot swap capability. Quintron designed, built and installed the DICES II and has priority knowledge of the system and owns proprietary rights to the systems software. The Government knows of no other company on the market that will independently provide the upgrade for the DICES II. Note 22 applies.
