SAIC Frederick, as Operations and Technical Support contractor to the National Cancer Institute (NCI) for the Frederick Cancer Research and Development Center seeks comments on a DRAFT solicitation for pooled Endothelial cells of human origin (umbilical cord vein). Minimum lot size for this material is 250 vials; ability to provide lots of approximately 1000 vials is preferable. All lots will be required to meet specific standards such as, but not limited to, (1) each vial will contain 0.5 -- 1.0 X 106 endothelial cells; (2) assurance that the cells are, at a minimum, free of HIV-1, Hepatitus B&C, mycoplasma, bacteria, yeast, and fungi (proposed methodology for assessment of pathegens and assurance of pathogen-free material must be provided as well as the source of umbilical cord viens); (3) assurance, using state of the art techniques and appropriate positive and negative markers/controls, that the cells are human and endothelial; and (4) information on growth media suitable for maintenance of the cells. Appropriate labeling of the product will be a contract requirement. DRAFT solicitation is available at publication of this announcement. SAIC seeks industry comments and exchange to improve the understanding of Government requirements and industry capabilities and increase efficiency in proposal preparation, proposal evaluation and award. A pre-solicitation conference will be held July 12, 1999 at the NCI-FCRDC. The written comment period will end July 9, 1999. After the comment period, SAIC will proceed with the RFP process without any further announcement in the CBD.
