66 -- LEICA DM RXA OR EQUAL AUTOMATED MICROSCOPE WITH OPTICAL OUTFIT SOL RFQ-NCI-90124-NR DUE 071599 POC Marsha Gorham, Purchasing Agent and Todd Cole, Contracting Officer This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation, RFQ-NCI- 90124-NR, includes all applicable provisions and clauses in effect through FAR FAC 97-11. The acquisition is being made in accordance with the test program for using simplified procedures for certain commercial items authorized in FAR 13.5. The Standard Industrial Code is 3826, and the business size standard is 500 employees. However this requirement is not set-aside for small business. REQUIREMENT: The National Cancer Institute (NCI) has a requirement for a Leica DM RXA or equal Automated Microscope with Optical Outfit. The other specific components include Objective Plan APO 63X or equal, (3) Objective PL Fluotar 100X or equal, (4) a Cyan GFP filter Cube or equal, and (5) a Yellow GFP Filter Cube or equal. The minimum salient features of the microscope system shall include: 1) a motorized revolving objective nose-piece and press button objective change; 2) a motorized UC condenser for survey objectives (this shall provide wide field illumination); 3) a motorized field and adjustment of illumination diaphragms when the objective is changed; 4) a motorized reflected light illuminator that allows filter cube changing by pressing a button; 5) a motorized light switch; 6) the system shall be remote controllable for telemicroscopy and telepathology; 7) an RS 232 C Interface or equal; 8) all motorized features shall be capable of being carried out through the computer interface; and 9) eight slots for color imaging for techniques such fluorescence in situ hybridization (FISH) and other applications. To insure comparability with data previously collected, the system shall also be compatible to the NCI laboratory's existing Leica QFISH data acquisition software, including control of an existing Photometrics Sensys CCD camera. The data collected by the system shall also be readily interpretable by the NCI laboratory's existing Leica QCGH data analysis software in order to enable comparable analysis of new data. Delivery shall be FOB Destination or FOB Origin with transportation insurance provided by the vendor with inside delivery, no later than 90 days after receipt of order. Offerors must provide descriptive literature, warranties, and/or other information in sufficient detail to demonstrate that their quotation fully meets the requirements of this solicitation. Quoters presenting products other than the name brand system herein shall submit data to show that their products are equivalent and compatible to the above. The contract will be awarded to the lowest price offer that fully meets the requirements of this solicitation.
