927-7717 The Bureau of Alcohol, Tobacco and Firearms intends to
negotiate on a sole source basis with Stone House Media, 4390 Route
One, Princeton, NJ 08540. Contractor is to develop CD-ROM based photo
realistic interactive postblast investigation training tool that will
utilize established computer-based training technologies along with
proprietary software and hardware. The contractor will design and
develop a comprehensive leading edge virtual reality training tool to
be delivered on CD-ROM. This product will be created for national
distribution to investigators at all levels who respond to bombing
incidents to conduct postblast investigations. This immersive training
experience will combine unique education and training multimedia
techniques to both train experienced investigators and properly educate
novice investigators in the correct procedures to follow during a
postblast scene investigation. Due to the extremely unique development
requirements of this CD-ROM based interactive postblast investigation
training tool and the project needs assessment, Stonehouse Media Inc.,
appears to be the only firm that has the expertise, propreitary
software and tools and expertise necessary to properly conduct the
development of this project. Based on an existing contract for a
similar requirement, it has been determined that they are the firm
which will best be able to meet our needs. See numbered Notes 22 and
