This announcement constitutes the only RFQ being requested and a written RFQ will not be issued. (ii) This Solicitation N00391-99-Q-MD03 is issued as an RFQ. (iii) The RFQ document and incorporated provisions and clauses are those in effect through FEDERAL ACQUISITION CIRCULAR #90-42, and DEFENSE FEDERAL ACQUISITION CIRCULAR #91-11. (iv) This solicitation is sole source. SIC is 7389. Prepare response in accordance with the following Statement of Work (SOW) for a customized, bulk rate plan. The bulk rate plan shall include service within the surrounding 31 counties considered local calling area for Harrisburg, York, Lancaster, State College, Williamsport, Reading, Lehigh Valley, Wilkes-Barre and Scranton. The bulk rate plan shall also include: a) 20,000 min. for peak hrs: 7:00am thru 6:59pm, Mon thru Fri., b) 2,000 min. for off-peak hrs: 7:00pm thru 6:59am, Fri 7:00pm thru Mon 6:59am and Govt. holidays., c) Free service for call forwarding, call waiting, call transfer and 3-way conference calling, d) coverage for roaming and long distance usage based on the govt's estimate for monthly usage, e) a monthly, electronic aggregate bill to include a summary section that itemizes calls by cellular phone, f) under no circumstances shall the contractor discontinue service on any cellular phone or associated equipment unless notified by the Base Communications Office.
