Smithsonian Institution seeks offers in response to a request for
proposals (RFP) from qualified, independent electrical testing
companies for the purpose of inspecting, testing and performing minor
repairs to electrical equipment located at the various buildings in the
Washington, DC area. Offerors shall furnish all labor, equipment,
material, manuals, and technical supervision to perform the
requirements of the solicitation. Offerors shall be required to provide
a technical and business proposal that clearly demonstrates the
company's ability to provide the necessary services. The techical
proposal shall address specific criteria included in the solicitation.
Offerors shall be evaluated in accordance with the following: (1) Plan
of Accomplishment and Contract Time; (2) Quality Assurance and Safety
Plan; (3) Firm's Experience and Past Performance; (4) Key Personnel and
subcontractors; and (5) Price to perform the work. The Office of
Contracting (OCon) shall evaluate cost proposals to determine fair and
reasonable price. All the above factors shall be used to determine
award to the offeror whose technical and price proposal is, in the
opinion of the Contracting Officer, in the best interests of the
Smithsonian Institution. Offerors may be required to submit detailed
company financial statements to determine the company's fincancial
stability. Offerors shall clearly demonstrate the qualifications of the
company as well as its test technicians and supervision with regard to
their ability to perform the requirements of the RFP. Qualifications
shall include certification by a recognized testing organization.

All requests must be on company letter head which indicates the
complete company name, complete street address, phone and FAX numbers
and the name of the point of contact. Requests displaying only post
office (PO) box munbers will not be quaranteed receipt of the RFP.
Faxed requests that are garbled, smeared or otherwise illegible may not
receive a response. Information reqarding the date for receipt of
proposal as well time and place of a preproposal site tour shall be in
the RFP documents. Contract award is anticipated on or before October
1, 1999. All responsible sources may submit a offer which will be
