USAID/West Bank & Gaza seeks to contract under an IQC mechanism for the services of a U.S. international accounting firm, in conjunction with and using personnel of a local affiliated accounting firm, to provide professional financial management services to Palestinian organizations. The purpose of the contract is to assist USAID in determining whether project funds provided to Palestinian implementing institutions are properly accounted for, adequately controlled, and used in accordance with USAID policy statements, project agreements, and other applicable regulations. The contractor will perform financial audits, institutional analyses, evaluations of accounting systems, review of overhead rates, analyze computer hardware and software needs, review internal controls, etc., and then establish appropriate systems, practices and procedures, and provide any necessary training to local personnel of the implementing organization.
