Energy's Federal Energy Technology Center (DOE/FETC), intends to issue
a Request for Proposal No. DE-RP26-99FT40235 entitled "Rebuild America
Program." It is the intent of DOE/FETC to solicit the submission of
proposals that will provide the Department of Energy with a national
capability to assist communities in developing and implementing
community partnerships to meet the goal of the Rebuild America program.
Through this solicitation DOE is seeking to support a project that will
build awareness among community leaders about how to improve the energy
efficiency of their buildings through the utilization of better
technologies. Specifically, the objective of the procurement is for the
contractor to supply all of the necessary personnel, materials, and
facilities needed to meet, but not be limited to, the following
requirements: 1) Delivery of technical assistance to communities on the
full range of issues they will need to address to develop and implement
Rebuild America Action Plans, including accounting for technical,
market, financial, legal and public (or stakeholder) participation
issues. 2) Effective leveraging and utilization of information and
resources available from existing federal, state, local and
private-sector (profit and nonprofit) programs and initiatives that
deal with community redevelopment and implementation of energy
efficient measures and technologies. 3) Providing assessments and
advice on energy efficient technologies, as well as accessing needed
technical expertise at the national laboratories and other institutions
and organizations. 4)Maintaining and coordinating the network of
Rebuild America program representatives, including developing effective
working relationships with representatives of the DOE Regional Offices
and the State Energy Offices. 5)Facilitating the flow of information
and ideas between community partnerships and between program
representatives. 6) Conducting program analyses that track and report
on the performance of Rebuild America. DOE anticipates a single
contract award resulting from this solicitation. The solicitation will
be available on DOE/FETC's Internet address at
http://www.fetc.doe.gov/business. Prospective offerors who would like

Telephone requests, written requests, e-mail requests, or facsimile
requests for a copy of the solicitation package will not be accepted
and/or honored. The actual solicitation document will allow for
requests for explanation and/or interpretation. Solicitations will not
be distributed in paper form or on diskette. It is anticipated that
the solicitation will be available on or about July 16, 1999. The exact
date and time for the submission of proposals will be indicated in the
solicitation. This particular acquisition is NOT subject to full or
partial set-aside preferences. In accordance with FAR 52.232-18,
"Availability of Funds," funds are not presently available for this
procurement. The Government's obligation under this award is contingent
upon the availability of appropriated funds from which payment for
