The Naval Sea Systems Command (NAVSEA) anticipates releasing a full
and open competitive solicitation for the lease/(bareboat charter) of
the fleet salvage tug USNS NARRAGANSETT (T-ATF 167) to a U.S. company
that can show that it will use the NARRAGANSETT to support offshore
salvage facilities. The vessel will be leased on an "As Is, Where Is"
basis with a proposed lease award date currently planned for late FY
1999 or early FY 2000 (SEP/OCT 99). The 7200 H.P. NARRAGANSETT (Length
226 FT) is currently in classification with the American Bureau of
Shipping (ABS), is under continuous survey, and has a Certificate of
Inspection (COI) issued by the U.S. Coast Guard (USCG). The successful
lessee must acquire and maintain its own current and updated ABS class
certifications, USCG certificate of inspection, and adequate insurance
and demonstrate that it can adequately maintain and operate the vessel
over a proposed five year lease period. A maintenance period is planned
for the vessel in the August 1999 to September 1999 time frame where
tentatively scheduled are: 1) a main engine overhaul (extending the
service life to approximately 24,000 hours); 2) an underwater hull
survey (drydocking) and ABS survey; 3) Controllable Pitch Propeller
(CPP) blade seal replacement; 4) U.S. Navy communications gear removal;
and 5) minor voyage repairs and upgrades (valves, gauges, pumps, seals,
etc.). It is currently anticipated that during this maintenance period
potential lessees will have an opportunity (in mid August) for
visitation and inspection of the vessel. Vessel inspection information
including scheduling and availability to prospective offerors will be
outlined in the upcoming solicitation planned for release on or near
16 July 1999. Paper copies of the solicitation will not be issued. All
