labor, material and equipment necessary to repair the seawall and
perimeter fence at the former U.S. Coast Guard Facility on Governors
Island, New York City. The Base Bid consists of seawall repair and
repairs to approximately 3,650 lineal feet of PVC coated chain link
fence. The seawall repair portion of the Base Bid shall consist of
repairs to approximately 340 lineal feet of 9.5 feet high granite
seawall. Seawall repairs include but are not limited to repointing of
joints, resetting displaced granite coping stones and other stones
below the coping stones, installing new stones, pressure injection of
tremie grout and restoration of depressed asphalt pavement adjacent to
areas of the seawall being repaired. The chain link fence repair shall
consist of removal and replacement of the fence in some areas, the
replacement of posts and/or wire mesh in others and the restretching of
the links where the fabric is not be replaced. The solicitation shall
also include an additional three optional items authorizing the Coast
Guard to award additional seawall repairs up to maximum of 1,050 lineal
feet. This Invitation for Bids is being issued pursuant to the Small
Business Competitiveness Demonstration Program and is open to both
large and small business participation. This project including all
Optional Items is estimated between $1,000,000 and $5,000,000. The
applicable SIC Code is 1629. The tentative date for receipt of bids is
30 August 1999. Bid packages will be available on or about 30 July
1999 at a non-refundable charge of $38. Certified Checks or money
orders should be made payable to Commercial Blue Print and Supply and
mailed to the firm at: 83 Waverly Street, Jersey City, NJ 07306. Do not
send fees to the Coast Guard. For minority, women owned and
disadvantaged business enterprises: the Department of Transportation
(OSDBU) has programs to assist minority, women owned and disadvantaged
business enterprises to acquire short term working capital and bonding
assistance for transportation related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT bonding
assistance program enables firms to apply for bid, performance and
payment bonds up to $1 million per contract. The DOT provides an 80%
guaranty on the bond amount to a surety against losses. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
line of credit is $500,000. For further information and applicable

to submit a proposal, which shall be considered by the Coast Guard.
