COMMERCE BUSINESS DAILY ISSUE OF JULY 20,1999 PSA#2391U -- LIFE SKILLS CAMPS -- SOLE SOURCE ACQUISITION The 12th Contracting
Squadron at Randolph AFB, TX intends to award a Purchase Order to The
Paxen Group on a SOLE SOURCE BASIS (due to copyright information which
is protected by copyright laws), pursuant to FAR 13.5 for conducting up
to 16 life skills camps at various Air Force bases throughout the
Continental United States and in overseas locations. This procurement
is being conducted under the Simplified Acquisition Procedures (SAP)
and Other Than Full and Open Competition in accordance with (10 U.S.C.
2304 ( c) (4)) (SOLE SOURCE) FAR 6.302-1(a)(2)(i). This is a combined
synopsis solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented, with additional
information included in this notice. 1. SPECIFICATION OF SERVICE (SOS)
A. Conduct up to sixteen (16) (2-weeks each, 20 hours each week) life
skills camp (topics listed at A1-A-4) at various Air Force bases
throughout the continental United States and in overseas locations for
up to 20, 14-19 year-old boys and girls at each camp from contract
award through 1 September 2000. Contractor will be paid based on actual
number of camps conducted. (1) Life Coping: participants apply daily
life management skills they learn through activities in _real life_
simulation. Topics should include applying for employment, the impact
of taxation, insurance and legal issues, opening and managing a
checking account, budgeting and paying for living expenses, applying
for and managing credit and loans, and vehicle responsibilities.
Teaching methods should include use of interactive software and
correlated workbooks. (2) Consequences of Tobacco Use: participants
explore information and share experiences, thoughts, and suggestions
about tobacco use. They should learn valuable problem-solving and
decision-making skills, and learn to manage stress constructively to
take positive responsibility for their own behavior. Teaching methods
should include a variety of methods including role-playing and
workbooks. (3) Business Perspectives: participants are introduced to
the business world through a variety of teaching methods including
computer simulation, role-playing and workbooks. They should learn to
form a company and compete through various business-related resources
such as manufacturing, advertising, and sales. (4) Environmental
Concerns: participants are introduced to the importance of
environmental protection through a work-based project, such as
designing and producing products from recycled materials. Teaching
methods should include a variety of methods including role-playing,
field trips, and workbooks. B. Contractor must maintain a minimum ratio
of one instructor for every ten participants. C. The government will
provide appropriate meeting space. D. Contractor will provide
instructors and all course material. E. The government will be
responsible for taking registration information of participants. F. HQ
AFSVA/SVPAC will issue invitational travel orders to each individual
instructor employed by the contractor. Effective 1 October 1999, ITOs
will no longer be authorized and this requirement will be modified to
reflect new procedures concerning travel by contractor and contractor
employees. G. HQ AFSVA/SVPAC will initiate and fund background checks
on all instructors performing life skills camps. HQ AFSVA/SVPAC
reserves the right to disqualify instructors based on results of
background checks. 2. PROFESSIONAL REQUIREMENTS OF CONTRACTOR: A. Has
conducted educational programs for at least 1 year. B. Has experience
with working with military organizations. C. Has the capability to
conduct up to two camps at different locations at the same time. D. Has
ability to communicate effectively with parents and youths. 3. PROCESS
AND PROCEDURES FOR PERFORMING DUTIES: A. Coordinate logistical
requirements with host site project officers once HQ AFSVA/SVPAC has
determined the schedule. This includes time of camp each day, location
of camp, etc. B. Once host site has determined a specific number of
participants, contractor must identified qualified instructors/coaches
to meet the ratio requirement. C. Travel itineraries will be
coordinated through HQ AFSVA/SVPAC, San Antonio, Texas. Airfare or
ground travel (using a personal vehicle) to and from the host site,
whichever is more advantageous to the government, will be paid by HQ
AFSVA/SVPAC. HQ AFSVA/SVPAC will purchase any airline tickets using the
best early-purchase commercial fares and provide them to the
contractor. All other expenses will be the responsibility of the
contractor (i.e. meals, rental car, hotel). D. Has ensured all
instructors complete background checks prior to conducting life skills
camps. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued. The
solicitation document, incorporated provisions, and clauses are those
in effect through Federal Acquisition Circular 97-12. The contractor
shall furnish all labor, personnel, equipment, supervision and other
equipment necessary to perform and complete the requirement:Place of
performance is as indicated below. The contractor shall invoice and
receive payments for actual camps performed. The invoices shall be sent
to: HQ AFSVA/SVPAC, 10100 Reunion Place, Suite 402, San Antonio, TX
78216-4138. Payment of invoices will be made by 11 WG/FMFA-P, 1430 Air
Force Pentagon, Washington, DC 20330-1430. The estimated completion
date of all requirements listed is 1 September 2000. The following FAR

TECHNICALLY ACCEPTABLE OFFER HAS RECEIVED AN EXCEPTIONAL PERFORMANCE
RISK RATING, THAT OFFER REPRESENTS THE BEST VALUE FOR THE GOVERNMENT.
AWARD SHALL BE MADE TO THAT OFFEROR WITHOUT FURTHER CONSIDERATION OF
ANY OTHER OFFERS. THE FOLLOWING FACTORS WILL BE USED TO EVALUATE
QUOTES: (1) PRICE (2) ABILITY TO PERFORM AND (3) PAST PERFORMANCE. THE
GOVERNMENT RESERVES THE RIGHT TO AWARD A PURCHASE ORDER TO OTHER THAN
THE LOWEST PRICED OFFER IF THAT OFFEROR IS JUDGED TO HAVE A
PERFORMANCE RISK RATING OF _VERY GOOD_ OR LOWER. IN THAT EVENT, THE
CONTRACTING OFFICER SHALL MAKE AN INTEGRATED ASSESSMENT BEST VALUE
