synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; bids are being requested and a written solicitation
will not be issued. Solicitation DACW68-99-B-0027 is issued as an
invitation to bid (IFB). The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-11. Size standard for small business concerns under
Standard Industrial Classification Code 3691 is 500 employees. Contract
Line Item 0001 Battery, ungrounded, 250 Vdc, lead-acid plant type
station battery consisting of 120 cells and including seismic racks.
1.3 Submittals Submittals shall be transmitted by Eng. Form 4025. Blank
forms will be furnished to the Contractor. The Contractor shall submit
four copies of each submittal. Two copies of each submittal shall be
sent to USAED North West Division, Hydroelectric Design Center,
CENWP-HDC-P, P O Box 2946, Portland, OR 97208-2946. The other two
copies shall be sent to District Commander, ATTN: CENWW-CT, Walla Walla
District Corps of Engineers, 201 North Third Avenue, Walla Walla, WA
99362-9265. Each transmittal shall include the following information:
(1) Project title, Contract number and Contractor's name, (2)
Subcontractor, Supplier, or manufacturer's name, as applicable, (3)
Applicable specification paragraph number(s) and (4) Items submitted
for approval. The Contractor shall allow the Government 10 days to
review submittals and for each resubmittal. The 10-day period shall
commence on the date of receipt of transmittals from the Contractor to
the Government, and the period shall end on the date of signature of
Approving Authority on the returned Eng. Form 4025. Government approval
is required for all submittals with a (GA) designation; submittals
having an (FIO) designation are for information only. Within 15
calendar days after date of award, submit the following for approval:
1. Complete lists of equipment and materials (GA), 2. Manufacturer's
descriptive and technical literature (FIO), 3. Battery Capacity Test
Procedures (GA), and 4. Certification of compliance for the seismic
racks (GA). Within 10 calendar days before delivery submit the
following for approval: 1. The Operation and Maintenance manual for the
battery (GA) and 2. Battery Capacity Test results (GA). 2. SALIENT
CHARACTERISTICS. 2.1 Design and Construction. 2.1.1 The 250 volt
battery shall be the standard product of a manufacturer regularly
engaged in the manufacture of batteries for generating stations and
substations. The individual cells shall be of the same type and rating
and shall be interchangeable. 2.1.2 The battery shall be an ungrounded
250 Vdc, lead-acid plant type station battery consisting of 120 cells.
The battery shall be flooded (vented) cell design and fully charged at
delivery. The rating of the battery shall be from 2300 to 2400
Ampere-hours. The overall cell dimensions shall not exceed 21 inches in
length, 13 inches in width and 24 inches in height. The battery shall
be suitable for operation in a hydroelectric powerhouse. The battery
shall be warranted for a minimum of 20 years. 2.1.2.1 Plate
Construction. The battery positive plate construction shall be cast of
pure lead. The negative plate shall be a pasted grid plate design.
Microporous separators shall be utilized for the separation of the
plates. 2.1.2.2 Cell Construction. The cell container shall be formed
from injection molded transparent styrene acrylonitrile (SAN). The cell
lid shall be molded from opaque SAN and permanently sealed to the
container. The vents shall be equipped with lockable ceramic plugs. The
terminal posts shall be fabricated from a lead alloy. 2.1.2.3
Electrolyte. The electrolyte shall be sulfuric acid with a specific
gravity of 1.210 to 1.250 at 77degrees F when fully charged. 2.1.3
Accessories The battery shall be furnished with the manufacturer's
standard recommended accessories including but not limited to the
following: 1. All associated lead-plated copper intercell and terminal
connectors, acid-resistant cell numerals, thermometer with holder,
hydrometer with holder and special tools as required by the
manufacturer for maintenance. 2.2 Seismic Racks. The battery racks
furnished under these specifications shall be constructed to a UBC
Seismic Zone 2B rating, and shall be designed to support the new 250
volt station batteries described above. The battery racks for the 250
volt station battery shall be single tier, single cell racks mounted
side by side. (Contact Cherie Douglas 509-527-7219 for sketch of rack
layout in the battery room.) The length of the racks shall not exceed
46 feet. Multi-stepped racks will not be allowed. The width of the two
side by side racks must not exceed 3 feet 9 inches. A minimum of 36
inches of unobstructed space shall be observed between rack rows. Top
of cell elevation shall not exceed 37 inches above finished floor. All
racks shall include spill containment components. The Contractor shall
provide certification of compliance that the battery racks meet the
Uniform Building Code's 1991 requirements for Seismic Risk Zone 2B. 3.1
Acceptance Tests The Contractor shall perform an 8-hour battery
capacity test prior to shipment. The capacity test shall conform to
ANSI/IEEE Standard 450. The test shall include the initial conditions,
an 8-hour test length and test discharge rate of a constant current
load equal to the manufacturer's 8-hour rating for all cells. The test
procedures and a report of the results shall be submitted for
approval. 3.2 Operation and Maintenance manuals The Contractor shall
supply an Operation and Maintenance (O&M) Manual for the battery. The
address and telephone number for the manufacturer's service
organization shall be clearly identified in the manual. It shall
include, but not be limited to the following: 1. Test and maintenance
record forms, 2. Service and warranty information, 3. Certified copies
of the battery capacity test report, 4. Troubleshooting methods, and
5. Manufacturer's recommended torque values for terminal bolt
connections. Required delivery to McNary Dam, Umatilla, Oregon, not
later than 27 September 1999. Acceptance and delivery FOB destination.

advance with delivery information.. Provision 52.212-1, Instructions
to Offerors-Commercial, applies to this acquisition. Offers will be
evaluated according to the lowest responsible responsive offer. All
offerors shall include a completed copy of 52.212-3, Offeror
Representations and Certification-Commercial Items, with their bid.
