synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested and a written
solicitation will not be issued. The solicitation number is
53SBNB960107 and is being issued as a Request for Quotation (RFQ) using
Simplified Acquisition Procedures. This action is unrestricted. The
associated Standard Industrial Classification (SIC) Code is 5065. The
small business size standard is 500 employees. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-11. The National Institute of
Standards and Technology (NIST) has a requirement for one Automatic AC
Thermometry Bridge. The Automatic AC Thermometry Bridge will be used
to measure the resistance of a 25-ohm standard-grade platinum
resistance thermometer which resides within a guarded-hot-plate
apparatus. The design, performance, and physical characteristics of the
Automatic AC Thermometry Bridge shall include the following: (1) The
bridge shall have an IEEE interface and an analog output. (2) The
bridge shall have an Automatic Switching Unit (10 channels) with one
constant current. (3) The bridge shall have a range of -200 C to 1000
C (depending on PRT temperature range). (4) The bridge shall have an
accuracy of +/- 0.0005 C at 0 C, +/- 0.001 C full range. (5) The bridge
shall have a resolution of 0.00025 C. (6) The principal shall be an AC
inductive voltage divider. (7) The bridge shall have stability of zero
drift with time. (8) The bridge shall have a temperature coefficient of
zero drift with ambient temperature. (9) The bridge shall utilize units
of W ratio. Required delivery is FOB Destination (Gaithersburg, MD)
within 56 days after date of award. All shipping and handling charges
shall be included in price quotation. The provision at FAR 52.212-1,
Instructions to Offerors -- Commercial Items, is applicable to this
acquisition. The Government will award a fixed price purchase order
resulting from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The following factors
will be used to evaluate offers: (1) Technical Capability, (2) Past
Performance, and (3) Price. Factors 1 and 2, when combined, are
significantly more important than price. All responsible sources may
submit a quote which shall be considered by the Government. ALL
OFFERORS SHALL SUBMIT THE FOLLOWING WITH THEIR QUOTE: (1) technical
description and/or product literature; (2) a list of three contracts
completed during the past three years for identical items with the
following information: name of contracting activity, contract number,
total contract value, contracting officer, and telephone number; and
(3) a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications -- Commercial Items (available at
the Internet site www.nist.gov/admin/od/ contract/contract.htm). The
following FAR clauses apply to this acquisition: 52.212-4, Contract
Terms and Conditions -- Commercial Items; and 52.212-5(a) -- Contract
Terms and Conditions Required to Implement Statutes or Executive Orders
-- Commercial Items. The following additional FAR clauses, which are
