The purpose of this noncompetitive procurement is to obtain previously selected off-the-shelf messaging software, software development and implementation support from Systems Integration Specialist Company, Inc. (SISCO). As postal mail processing equipment gets more capable and intelligent, the amount and types of data that can be collected during processing and analyzed to serve various needs increases significantly. The implementation of a messaging standard is a key component of a real-time Integrated Data System (IDS) to be used in USPS Processing and Distribution Centers in the very near future. The goal of the IDS is to provide real-time data collection and messaging in these facilities. Developing the proper data collection and messaging software is critical to the long term growth and usefulness of the IDS, TMS, Mail Processing Equipment, and material handling systems. The SISCO provided software enables messaging between mail processing equipment, material handling equipment and systems, and a central data collection server. SISCO will implement the newly defined postal specification the "P&DC Interoperability Specification" developed by SRI International, Inc. integrate it with their off-the-shelf "MMS-EASE Lite" software, and provide technical support for incorporating these into various material handling systems and mail processing equipment, including three versions of the TMS, and DBCS.
