contractor shall perform the following tasks for the Army Research
Laboratory, Weapons and Materials Directorate, Aberdeen Proving Ground,
MD: (a) Develop new software for the PVT-200 Vision Front End Processor
(originally developed as the Sarnoff VFE-200) to permit the creation of
high resolution still images from a stream of video frames; (b)
Redesign and simplify graphical user interface originally developed for
CTAC by Sarnoff to incorporate recommendations from operators based
upon field experience with the system; and (c) User training and
development of documentation for the upgraded software. Deliverables:
(a) Demonstration of enhanced software for initial evaluation and
feedback, approximately four (4) months after initiation of technical
effort; (b) Upgrade and installation of the final application software
in the three (3) existing CTAC systems, procurred under previous
contracts; (c) User training (to be performed concurrently with
software installation); and (d) User manual. Period ofPerformance will
be 20 July 1999 to 15 January 2000. It is the intent of the government
to award a contract on a sole source basis to Sarnoff Corporation,
Princeton, NJ, pursuant to FAR 6.302-1. The proposed contract action is
for software development for which the Government intends to solicit
and negotiate with only one source under the authority of FAR 6.302.
Interested persons may identify their interest and capability to
respond to the requirement or submit proposals. This notice of intent
is not a request for competitive proposals. However, all proposals
received within fifteen (15) days after date of publication of this
synopsis will be considered by the Government. Information received
will normally be considered solely for the purpose of determining
whether to conduct a competitive procurement. Quotes may be faxed to

which will be considered by the Agency. No telephone requests will be
