three states: Pennsylvania, New Jersey and Delaware. The Fourth
Judicial Circuit consists of five states: West Virginia, Maryland,
Virginia, North Carolina and South Carolina. The Ninth Judicial Circuit
consists of nine states: Alaska, Hawaii, California, Oregon,
