The U.S. Army Corps of Engineers, Walla Walla District, has a competitive requirement for all labor, supervision, materials, equipment, vehicles and administration for maintenance and noxious weed control of public recreation areas. Services will be performed in the Clarkston area (Greenbelt/Swallows, Asotin Recreation Area, Nisqually John Landing, Blyton Landing, Granite Point, Wawawai Landing), Lower Granite Administrative Area (Lambi Creek, Illia Dunes, Illia Landing, Lower Granite Esplanade, Lower Granite South Shore Forebay, Offield Landing), and Little Goose Administrative Area (Texas Rapids, Little Goose Esplanade, Little Goose Landing, Riparia, Little Goose North Shore Tailrace, Willow Landing), in Whitman, Asotin, Columbia and Garfield counties, Washington. Services are for a one-year period commencing approximately October 1, 1999. An option year may be awarded at the discretion of the Government. Scope of work includes, but is not limited to: maintenance of rest rooms, fish cleaning station, and picnic shelters, mowing lawns and fields, irrigation, debris and litter removal, fertilization, soil testing, and noxious weed control. Proposals will be evaluated on criteria indicated in the solicitation. A tentative listing of the main evaluation factors are as follows: 1) soundness of approach, 2) management, 3) past performance, 4) price or cost. Price or cost to the Government will be evaluated independently from technical factors. Procurement 100 percent set-aside for small business concerns. Size standard for small business concerns under Standard Industrial Classification Code 0782 is that the average annual gross revenue of a concern taken for the last 3 fiscal years must not exceed $5 million. This is not a request for proposal, but notice that a solicitation will be issued for this requirement. All responsible sources may submit an offer, which will be considered by this agency.
