Maintenance and Logistics Command Atlantic (MLCA), Civil Engineering
Division requires services to provide Hazardous Materials Basic (28
hours) and Refresher Training Courses (12 hours) for a base period from
1 October 1999 through 30 September 2000 with four one-year options
pursuant to FAR 52.217-9. The services include all supervision, labor,
transportation, training materials for students, materials, supplies,
and tools necessary to provide the course except for Training
Facilities and audiovisual equipment which is Government Furnished. The
courses will fulfill the training requirements of the RCRA, SARA, OSHA,
TSCA, CWA, and HMTUSA. Services shall be rendered FOB Destination to
the various Coast Guard locations as ordered by MLCA. The type of
contract will be a Requirements Type Contract with commercial
provisions IAW FAR Part 12. Unit prices are firm fixed price for each
course. The estimated quantity is 5 Basic Courses and 9 Refresher
Courses annually. Contractors shall be on the U. S. Environmental
Protection Agency's list of approved training providers. Instructors
must possess a bachelor's degree in engineering, chemistry,
occupational health, or environmental science from an accredited
college or university. Other training is also required and will be
specified in the solicitation. This procurement is 100% set-aside for
Small Business with SIC Code 8299 assigned. The size standard is $5.0
million. Price, technical and past performance will be considered in
