office is advertising this design build project. The project consists
of furnishing manpower, materials, equipment, and supervision
necessary to complete the following project. Design and construct an
expansion to the existing U. S. Postal Service-Owned New Jersey
International and Bulk Mail Center, 80 County Road, Jersey City, New
Jersey 07097-9998 of (approximately 7,200 sq. ft.) along with
associated site work and modifications to the existing building. The
project is required to accommodate modifications and improvements to
existing fixed mechanization systems which will be accomplished under
a separate contract. The building expansion project must be coordinated
with the fixed mechanization project and must be designed, phased and
executed to minimize disruption of and interference with on-going
Postal Operations. The performance time for this Design/Build project
is 305-calendar days. Proposals are desired from Design/Build
Contractors who meet the qualifications spelled out in the
solicitation. A management plan to identify on-site staffing & key
personnel assigned to this project, with appropriate resumes and
applicable SF 254/255's are required with this proposal. A project
schedule is also required with this proposal. This scope of work is
further defined in the conceptual plans and specifications. Technical
Qualifications Evaluation is based on a 100-point total (Experience --
40, Past Performance -- 30, Organization -- 25, and Backlog -- 5), and
Management Plan Evaluation is based on a 100-point total (Construction
-- 30 points, Design -- 25 points, Project Management -- 20 points,
Schedule -- 15 points, and Procurement -- 10 points). Offers are due
August 10, 1999, at 4 p.m. Performance time is 305 calendar days from
receipt of notice to proceed. The estimated cost range is between $1.2
million to $1.5 million. No PreProposal Conference is scheduled.
However, site visits are encouraged, but not mandatory. To viewthe
site, contractors must contact Mr. Robert Hensen, Industrial Engineer,
between the hours of 8:00 a.m. and 4:00 p.m. at (201) 714-6002. The
telephone request is subject to the approval of Mr. Hansen. Cost of
conceptual specifications and drawings is $200 per set for Priority
Mail service (2 to 3 days) and $250 per set for Express Mail service
(next day). ALL CHARGES ARE NON-REFUNDABLE. They may be ordered as

solicitation number on your request. Offerors are encouraged to submit
their proposal using one of the methods offered by the Postal Service
(First Class, Priority Mail, Express Mail.) To expedite receipt of
solicitation packages, FAX a copy of your check or money order before
mailing it. If FAX is received before 1:00 p.m., the conceptual plans
and specs will be mailed that day via two/three-day Priority Mail. If
you desire to have them sent via Express Mail, send an additional $50

be made available until after contract award, which may take 90 days,
