The work consists of: Sequential installation of both Contractor-furnished and Government-furnished air pollution control systems serving an existing Fluidized Bed Incinerator (FBI) and a Central Afterburner (CAB), including the following major tasks: Site work. Demolition and removal of existing air pollution control systems. Assembly and installation of Owner furnished pollution control equipment and accessories. Providing and installing new electrical power feeders and electrical systems. Coordinating and interfacing with the existing electrical services and feeders. Extension, relocation and modification of above-ground and below-ground utilities. Providing new and modifying existing foundations, steel superstructures, and service platforms. Demolition and removal of existing refractory lined ductwork. Designing, providing and installing new refractory lined and FRP ductwork and accessories. Providing new equipment, piping, valves, and accessories. Interconnecting Government-furnished equipment with new and existing systems. Coordination of startup, testing, and training for Government-furnished and Contractor-furnished equipment and systems. Estimated magnitude of work is between $1,000,000.00 and $5,000,000.00. Large businesses must submit a subcontracting plan including the following minimum subcontracting goals: Small Business Subcontracting -- 61.2%, Small Disadvantaged Business Subcontracting -- 9.1%, Women Owned Small Business Subcontracting -- 4.5%, Historically Black Colleges or Universities/Minority Institution -- 9.4%. Issue date for the solicitation will be on or about July 30, 1999. the solicitation is available on Compact Disk (CD-ROM) and provided free of charge. The solicitation will not be available in a printed paper format; however, the Government reserves the right to revert to paper medium when determined to be in the Government's best interest. All bid bonds, and other documents required for the offer submittal, including amendments to the offer submittal, shall be in paper medium. Electronic medium for the offer submittal documents will not be allowed.
