SPAWARSYSCEN Charleston intends to negotiate on a sole source basis with Arcata Associates, Inc. North Las Vegas, Nevada for a Radar Video Compression System. This notice of intent is not a request for competitive proposals. This sole source has been approved pursuant FAR 6.302 as the system is unique and available from only one source only one supplier with unique capabilities. The applicable SIC code is 3812 and the standard size is 750 employees. The requirement is for a firm fixed price contract with eight (8) line items, 4 of which are optional. Radar Video Compression Systems (RVCS), which consists of a transmitter and receiver required to a process, and transmit raw search radar data over a single DS1 (T1) circuit from a remote radar site. The data at the receive end is processed and sent to the Plan Position Indicators (PPI). The video available at the PPI must be "real time", replicating the video available at the remote site. Raw radar data to be processed includes Normal Video, Moving TargetIndicator (MTI), Azimuth Change Pulses (ACP), Azimuth Reference Pulses (ARP), Radar Trigger, Radar Pre-TriggerIFF Mode, IFF Video and IFF Pre-Trigger. RVCS System must be compatible with the ARSR-4 and SPS-67 radar's. Each unit, transmitter and receiver must be able to be mounted in a standard 19-inch cabinet. Must operate on 120 VAC, single-phase power. Turnkey installation is required for sites in Jacksonville, FL., San Clemente, CA, and Pearl Harbor, HI. Service ready replacement module kits are required. On site training is required for 8 personnel at each site. Secret security clearance is required. Required delivery date: 30 days.
