SOUGHT: Interested/capable sources are sought to perform Bird Air
Strike Hazard (BASH) services at Elmendorf Air Force Base (EAFB),
Alaska. The goal of the BASH program is to minimize wildlife strike
hazards to aircraft during waterfowl migration periods. The contractor
shall provide all personnel, equipment, tools, transportation,
materials, supervision, and other items and services necessary to
perform BASH services in accordance with EAFB's BASH Plan as
established by the U.S. Department of Agriculture APHIS Wildlife
Services. Part of the plan incorporates Bird Detection and Dispersal
Teams (DDT) who patrol the flight line on a 24-hour basis during
waterfowl migration periods (approximately 1 Apr to 15 June and 15 Jul
to 1 November). These teams utilize both passive and active (including
lethal) means to disperse wildlife in the bird exclusion zones around
the flightline. Additionally, the contractor shall: provide trained
specialists in wildlife deterrent techniques, provide wildlife
deterrent training and field supervision to all DDT members, record
data of wildlife movement/dispersal activities in a computer database,
provide dispersal data to the BASH officer as requested, provide
briefings and recommendations to the BASH officer as requested, and
provide EAFB a summary of all activities at season's end. This sources
