wayne.bryan@oak.doe.gov. The Department of Energy (DOE), Oakland
Operations Office intends to negotiate a five (5) year contract on a
sole source basis with General Atomics (GA) to participate in the
implementation of the Gas Turbine Modular Helium Reactor (GT-MHR)
Project Plan for Plutonium (Pu) disposition in Russia. The goal of the
GT-MHR Plutonium disposition project is to transfer the GT-MHR
technology for its use in expanding the existing plutonium disposition
capacity in Russia. GA will perform work in a number of distinct task
areas to provide coordination and assistance with the technical
direction of work conducted by parties in the Russian Federation and
other international organizations, such as Framatome and Fuji Electric,
for the design and development of GT-MHR Pu disposition reactors. These
task areas include, but are not limited to: (1) providing assistance in
coordinating the technical development and maintenance of GT-MHR
working plans for design and development for both plant and fuel areas;
(2) providing assistance in coordinating the development of GT-MHR
technical requirements based on DOE and MINATOM requirements; (3)
locating and assisting in the transmittal of existing technical and
vendor information from previous gas reactor designs prepared in the
U.S.; (4) conducting reviews of GT-MHR design and development work,
making recommendations on the quality and acceptability of
deliverables, and coordinating the resolution of reviewer comments from
other program participants; (5) organizing and conducting Plant and
Fuel technical meetings and making recommendations on revisions to work
plans based on meeting results; (6) assisting in organizing and
conducting independent technical reviews of design and development
areas; (7) assisting in the preparation, maintenance, and review of the
deployment plan for GT-MHR modules; (8) supporting the development of
additional international interest, in concert with other project
participants, in the GT-MHR Plutonium Disposition Project, including
potential additional sponsor participation; (9) participating in
International Working Group meetings and (10) assisting in work scope
definition, schedule development and cost estimating. For over thirty
years, GA has been involved with the research and design of gas cooled
reactors, including the commercial U.S. GT-MHR. Since 1994, GA has
supported and led an international collaborative effort to develop the
conceptual design of a GT-MHR Pu disposition reactor in Russia. GA's
expertise with GT-MHR design; design and production of coated fuel
particles, and conceptual development of the GT-MHR Pu disposition
reactor are required for the success of this international effort for
Pu disposition that is directly linked to non-proliferation agreements
between the U.S. and Russian governments. See Numbered Notes 22 and
