The SIC code is 8748. The size standard is $5M (average annual receipts for preceding 3 fiscal years). The National Institute of Standards and Technology (NIST), intends to negotiate on a sole source basis with K-Systems, 1805 Rohrersville Road, Brownsville, MD 21515 to obtain the services of Lawrence Kaetzel in finishing the development of the expert system for repairs to hydraulic concrete structures, HYDROCON, for the Waterways Experimental Station (WES). The contractor shall provide the following tasks: Task 1 Revise Distress Module -- The contractor shall revise the existing HYDROCON expert system distress module using the Level 5 Object development tool and generate a new computerized version; Task 2 Concrete Repair (CONREP) Module Design -- The contractor shall investigate and interpret knowledge sources and design new concrete hydraulic structure knowledge base. A flow (logic) diagram, list of knowledge sources, and operational features shall be documented and delivered to NIST and WES for review; Task 3 Concrete Repair (CONREP) Module Development -- Using the information developed in Task 2 and feedback from review, contractor shall develop the computerized module CONREP and deliver to NIST and WES for review. Review comments shall be incorporated into an operational version; Task 4 Documentation -- The contractor shall develop a reference manual for HYDROCON Distress and (CONREP) modules and deliver to NIST and WES. The contractor shall develop a feedback mechanism to provide a record of the use and suggestions by users on maintenance and future improvements. The Government requires a Key Personnel with the following qualifications: Eighteen years experience in the area of concrete repair materials together with the experience in building expert systems like HYDROCON; and a BS degree or equivalent in computer science. Mr. Kaetzel is familiar with what has been done on the first phase of this project. He has previously provided consulting services toNIST researcher to develop the first phase of the HYDROCON. Mr. Kaetzel will save the US Government both time and fiscal resources in qualifying different contractor. Mr. Lawrence Kaetzel is the only known source with the combined knowledge, skills and experience to provide the services that meet NIST requirement. The period of performance is from contract award through October 31, 1999. Requests for a copy of a solicitation package will be disregarded. No solicitation package will be issued. The Government will verbally request a written quotation from K Systems, Lawrence J. Kaetzel that will set forth an hourly rate for a labor category corresponding to the Key Personnel requirements. The Contractor must be able to meet all the requirements stated herein. The anticipated award date of the contract is on or around August 30, 1999.
