The Federal Aviation Administration (FAA) through the DEFENSE INFORMATION TECHNOLOGY CONTRACTING ORGANIZATION, 2300 East Drive, Scott AFB, IL, 62225-5406, intends to award a sole source requirement to Compunetix, Inc. Compunetix, Inc., a small business, is presently leasing the Operational Telephone System (OTS) to the FAA at the Air Traffic Control System Command Center (ATCSCC) facility at 13600 EDS Drive, Herndon, VA. The requirement is to provide engineering labor to program and install the below software features in the OTS. The design data for the OTS are solely owned (along with the rights) by Compunetix. The software features to be programmed and installed are as follows: (1) the ability to delete a party during conference initiation i.e. without accessing the "Display Conference Page"; (2) the ability to identify the source (conference lines/station) of noise, the participates voice, etc. A flashing indication and/or special symbol indicator will be associated with each line/station connected to the conference; (3) the ability to redial a line in a specified time if a busy is encountered on a pre-set conference. The System Administrator will control the enabling or disabling of the redial feature of each pre-set conference as defined in the conference directory. The system will initially be set to: (a) redial a line/station every 60 seconds discontinue to redial feature after five (5) attempts; (b) the ability to change these parameters will be provided to the System Administrator from the System Command Center (SCC) Maintenance Administration Terminal (MAT) (10 second increments for time between redial attempts and unit increments for the number of attempts to be made).
