The Central Alabama Veterans Health Care System (CAVHCS) intends to award a sole source contract under the authority of FAR 6.302-1, Only One Responsible Source, to JOHNSON CONTROLS, INC. for the maintenance, software upgrades, and repair of the JOHNSON CONTROLS METASYS ENERGY MANAGEMENT SYSTEM located at CAVHCS, West Campus, Montgomery AL. A contract for one base year period with four one-year option periods is anticipated. Emergency response on a 24-hour-a-day, 7-days-a-week is required. Telephone consulting services, system operating assistance via modem, sequence verification, network analysis, and Metapage annunciation services are required. Software subscription service with annual upgrades to the current revision is required. This procurement is being conducted under the Test Program for Certain Commercial Items of FAR Subpart 13.5. Interested firms have 20 days from publication of this synopsis to submit in writing their qualifications/capabilities. Such qualifications/capabilities will be usedsolely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 20 days or without the required information will be deemed nonresponsive to the synopsis and will not be considered. A determination by the GOVERNMENT not to conduct a competitive procurement based upon responses to this notice, is solely within the discretion of the GOVERNMENT.
