Health (NIH), National Cancer Insitute (NCI), Division of Cancer
Control Population Science intends to procure services from Dartmouth
College, Office of Grants and Contracts, 11 Rope Ferry Road, Suite
6210, Hanover, New Hampshire 03755. Mammography is the primary method
of detecting early stage breast cancer. To optimally evaluate the
performance of mammography in a community setting, a linkage with
cancer outcomes is necessary. Based on the Mammography Quality
Standards Act, which mandated an evaluation program, the Breast Cancer
Surveillance Consortium (BCSC) was established in 1994, via NCI grants
to 7 sites and 1 DOD grant to the New Hampshire Mammography Network
(via Dartmouth College). A consortium of research sites (eight sites)
were established in order to establish very large samples that would
enable adequate examination of breast cancer issues. The BCSC's
objectives have been to: enhance understanding in the operation and
conduct of breast cancer screening in the United States; to foster
collaboration to assess factors associated with variation in
mammography practice, accuracy, and diagnostic evaluation; and to
conduct breast cancer etiology and prognosis studies. The BCSC has
standardized data variables on patient demographic, health history,
radiologic, diagnostic, follow-up, and pathologic outcomes. The
database contains information on approximately 3 million mammographic
examinations and over 24,000 breast cancer cases. In order to obtain
data on mammography screening data on the potentially underserved
minority and rural populations, a Statistical Coordinating Center was
set up at the Group Health Cooperative of Puget Sound in 1995. Seven of
the eight BCSC sites are funded by NIH and are providing their 1998 and
1999 data to the Data Coordinating Center. Since the New Hampshire
Mammography Network, which is operated through Dartmouth, is funded by
a grant from the Department of Defense, the data from the New
Hampshire Mammography Network is not submitted to the Statistical
Coordinating Center. Therefore, in order to complete the reporting of
all BCSC data to the coordinating center for years 1998 and 1999, NCI
must obtain the New Hampshire Mammography Network's data in the
standardized format required by the BCSC. The receipt of all data will
allow NCI to perform pooled analysis, particularly in terms of
addressing mammography issues in rural populations. Since Dartmouth
College is the only organization that possesses the outstanding BCSC
data and that is not yet received, it is the only source known to the
NCI research that can provide the remaining required data to the NCI
Statistical Coordinating Cneter. This is not a solicitation for
competitive quotations. However, if any interested party believes it
can provide the above data, it may submit a statement of capabilities.
The statement of capabilities and any other information furnished must
be in writing and must contain material in sufficient detail to allow
NCI to determine if the party can perform the requirement. Capability
statements must be received in the contracting office by 2:00 p.m. EST,
