The Fleet and Industrial Supply Center Norfolk Detachment Philadelphia (FISC Norfolk Det Phila) intends to acquire, on a sole source basis in accordance with FAR 6.302-1, the delivery of Chaplain Development Seminars from Walk Thru the Bible Ministries (WTB), Atlanta GA. The seminars shall be delivered under the Fiscal Year 2000 theme of "Leadership in a Religious Context" at the following eleven (11) sites: NAS Jacksonville, FL (24-26 Jan 00); MCRD San Diego, CA (07-09 Feb 00); NB Coronado, San Diego CA (14-16 Feb 00); NAVSTA Rota, Spain (29 Feb 02 Mar 00); NAVBASE Norfolk, VA (13-15 Mar 00); NAB Little Creek, Norfolk, VA (20-22 Mar 00); MCB Camp Lejeune, NC (10-12 Apr 00); MCB Camp Butler, Okinawa, Japan (01-03 May 00); NAVSTA Pearl Harbor, HI (08-10 May 00); MCB Camp Pendleton, CA (15-17 May 00); and NTC Great Lakes, IL (22-24 May 00). The seminars shall be delivered by WTB's Subject Matter Experts (SMEs), with no less than two teams of two instructors each at ten (10) of the sites, and one instructor at the site in Rota, Spain. The SMEs shall provide training and certification for training of 750 chaplains, who can in turn train others. The seminars shall be delivered utilizing WTB training packages consisting of the following: (a) Leader Guide "Team Building"; (b) Leader Guide "Sharpening Your People Skills"; (c) Leader Guide "Understanding the Love of Your Life"; (d) Course Workbook for (a), (b), and (c); (e) 2800 DISC Profile; and (f) "Understanding the Love of Your Life" Workbooks. A three day Curriculum Validation shall be held on 18-20 Oct 1999 at NAS Pensacola, FL prior to the delivery of the seminars. A Firm Fixed Price type contract for the delivery of the Curriculum Validation and eleven (11) Seminars is anticipated, with delivery scheduled. Walk Thru the Bible Ministries is considered the only firm capable of providing the required services, as WTB: (1) has a program which addresses how to improve communication and cooperation across a wide range of personal and professional relationships, (2) an approach which is compatible across diverse cultural and religious demographics, (3) materials which are flexible and adaptable to a variety of settings. This contract is for the services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The solicitation will be conducted under the provisions for Commercial Items, FAR Part 12. The solicitation will require the submission of cost/price proposals.
