Sealed bids from all business concerns will be accepted for the Virgin Islands Project NH-9999(73), on St. Croix, U.S. Virgin Islands. The project consists of the island wide paving and rehabilitation of segments of Routes 60, 62, 624, 73, and 708 on St. Croix. The work includes removal of existing concrete sidewalk, roadway excavation, placement of aggregate base, hot asphalt concrete pavement wedge or leveling course, hot asphalt concrete pavement, shoulder and ditch reconditioning, installation of guardrail, pavement markings, and other miscellaneous work. Principal items of work and approximate quantities are as follows: Embankment Construction: 3,225 m3; Aggregate Base, 150 mm: 13,575 m2; Shoulder and Ditch Reconditioning: 53,670 m; Hot Asphalt Concrete Pavement: 32,000 metric tons; Reinforced Concrete Pavement, 250 mm: 300 m2; and Pavement markings: 107,640 m. The project is expected to fall within the price range of $1,000,000 to $5,000,000. Bids will be opened on or about August 17, 1999, at 10:00 am, local time, at the Office of the Director of Highway Engineering, Public Works Department, U.S. Virgin Islands, 6002 Estate Anna's Hope, Christiansted, St. Croix, U.S.V.I. 00820. The following applies to Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization has bonding programs to assist minority, women-owned and disadvantaged business enterprises in acquiring short-term capital and bonding assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates up to $500,000 to provide accounts receivable financing. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1,000,000 per contract. DOT provides an 80 percent guaranty on the bond amount to a surety against losses.
