repair of selected portions and the replacement of other portions is
required, but will not, in the aggregate, encompass the entire existing
roof. Project magnitude is between $250,000 and $500,000 and a 120 days
performance period will be given. Telephone requests will not be
honored. A written request is required. A $25.00 non-refundable charge
for the solicitation can be paid via check or money order payable to
"Federal Law Enforcement Training Center" and annotated for FTC 99-14.
A mandatory site visit to examine the work location will be held
Wednesday August 11, 1999 at 9:00 a.m. Those interested in attending
must submit the name of all attendees via fax to 912.280.5343.This
project will be solicited as a two-step sealed bid wherein submission
of a technical proposal is step one, and sealed bid(s) from firms
determined technically acceptable in step one, are step two. NOTE: No
step one technical proposal will be accepted from a firm which did not
attend the mandatory site visit. Contract award will be made in
accordance with the criteria of FAR 14.5. A Pre-Solicitation Notice
will be issued to known firms and may be requested by others via fax.
See Numbered Note 1. Criteria for step one will include: Provision of
a copy of General Contractor's License and a special classification for
Roofing, with indication of limits on the license, if any; Provision of
evidence of certification/approval from the proposed roof membrane
manufacturer for a minimum of five years and approved at a level
capable of providing a 20 year, no-dollar-limit, material and
workmanship warranty for asphalt built-up and modified bitumen roof
systems; Completion and submission of the Pre-Bid Technical Assessment;
Submission of a letter from the proposed bonding company, which must be
currently listed on Treasury Circular 570 as an acceptable surety on
Federal contracts in the State of Georgia and documentation showing the
bonding company's rating of "A" according to "Best's Key Rating
System"; a Quality Control plan for this specific project, inclusive of
the names of the project manager, superintendent and foreman;
Qualifications and licenses for asbestos abatement, in-house or
subcontractor; and, letters of reference from proposed suppliers. Step
two will commence soon after receipt of step one technical proposals
with a contract award projected by 9/30/99 and a Notice-to-Proceed
