UNRESTRICTED. This project consists of but is not limited to the
removal and disposal of existing: siding, framing and other structural
or architectural elements of the mansards; interior drywall and
deteriorated studs; shingle roofing; canopies at the rear of each unit,
vinyl fences; carports, and windows. Installation of: new carports; new
plywood roof decking, framing elements and decorative moldings and
castings for pediments; batt insulation in the walls and the attics;
standing seam metal roof panel system; cement board lapped siding;
flashings and sealant; gypsum wallboard; stucco siding; and louvers on
each of the twenty-five housing units at Ladd Circle located at Naval
Construction Battalion Center, Gulfport, MS. 2. Award will be made to
the offeror providing the Best Value to the Government. In determining
the Best Value, proposals will be evaluated based upon Past
Performance; Technical Approach; Financial Stability and Small Business
Subcontracting Effort. Past Performance will encompass such factors as
(1) Quality (demonstrating performance on military family occupied
housing units), (2) Timely Performance, (3) Effectiveness of Management
(4) Compliance with Labor Standards and (5) Compliance with Safety
Standards. Technical Approach will encompass such factors as (1)
Organizational Structure; (2) Workload Capabilities and (3) Schedule.
Financial Stability will encompass such factors as (1) Evidence of
Funding and (2) Bonding Capabilities. Small Business Subcontracting
Effort will encompass such factors as (1) Past Subcontracting
Performance and (2) Proposed Subcontracting. 3. SIC CODE IS 1761. SIZE
STANDARD IS $7,000,000.00. ESTIMATED COST OF CONSTRUCTION IS BETWEEN
