Number (843) 818-6313 SYNOPSIS NOTICE: The work consists of overhead
live line electrical work, removing crossarms, insulators, poles and
transformers, and providing new crossarms, insulators, poles and pole
top transformers, underground medium voltage cables in concrete encased
duct, pad mounted transformers, manholes, switchgear modifications and
incidental related site work. This procurement is formatted as a
Request for Proposal (RFP) in accordance with the requirements
designated by sections of the FAR 15.6 and P-68 for a negotiated
procurement. There is 1 Bid Option in this project. There will be a 90
days to exercise Bid Option. Except when it is determined in
accordance with FAR 17.206(b) not to be in the Government's best
interests, the Government will evaluate offers for award purposes by
adding the total price for all options to the total price for the basic
requirement. The Government will award a contract resulting from this
solicitation to the responsible proposer whose proposal conforming to
this solicitationwill be the "BEST VALUE" to the Government, Price and
Technical Factors considered. TECHNICAL FACTORS Include (1) Past
Performance and Relevant Project Experience, (2) TECHNICAL REQUIREMENT
PRICE FACTORS Include (1) Total Price for Base Proposal and Option (2)
Change Order Mark-up Rates. The Government reserves the right to reject
any or all proposals at any time prior to award; to negotiate with any
or all proposers; to award the contract to other than the proposers
submitting the lowest total price; and to award to the proposer
submitting the proposal determined by the Government to be the most
advantageous to the Government. PROPOSERS ARE ADVISED AN AWARD MAY BE
MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS
RECEIVED. Therefore, proposals should be submitted initially on the
most FACTORABLE terms. Proposers should not assume that they will be
contacted or afforded an opportunity to qualify, discuss, or revise
their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL
NOT BE COMPENSATED. The Solicitation Number is N62467-98-R-0920, REPAIR
ELECTRICAL DISTRIBUTION, MCAS BEAUFORT, SC. The Government intends to
issue this solicitation throught the use of CD ROM and the INTERNET.
The entire solicitation, including the Plans and Specs, has been placed
on compact disk (CD ROM) and will be provided free of charge. Offerors
must register themselves on the Internet at
http://www.efdsouth.navfac.navy.mil/eb/ to receive one copy of the CD
ROM. The Plans and Specs are also available on the Internet for viewing
and downloading although the download time may be excessive. The
official plan holders list will be maintained and can be printed from
the web site. AMENDMENTS will be posted on the web site for
downloading. This will normally be the ONLY method of distributing
amendments; therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE
WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. Plan
